Area Development Scheme (ADS) is a scheme under which land is developed in a planned manner for public utility, roads, parks and gardens, social amenities, housing for weaker sections, special public projects etc.

Land for the scheme is taken from government/semi-government institution/private land owners and after allotment of land for public utilities, the remaining land is returned to the land owners in proportionate share as final plot or reorganized plot.

Provisions related to ADS are given in Chapter Seven (Chapter Seven) under Bihar Urban Planning and Development Act, 2012 and Bihar Urban Planning and Development Rules, 2014.
