Following the Master Plan, Patna Metropolitan Area Authority (PMAA) has initiated the preparation of the Area Development Scheme (ADS), with CEPT University, Ahmedabad appointed as the Master Consultant (letter no. PMAA/No. 58/2018-150 dated 02.11.2018; agreement signed on 17th November 2018). The project is structured in three stages. Stage 1 involves developing the Strategic Implementation Plan, including the Inception Report, preliminary assessment of the Patna Master Plan 2031, delineation of ADS boundaries, stakeholder consultations, and site visits.
