Following the Master Plan, Patna Metropolitan Area Authority (PMAA) has initiated the preparation of the Area Development Scheme (ADS), with CEPT University, Ahmedabad appointed as the Master Consultant (letter no. PMAA/No. 58/2018-150 dated 02.11.2018; agreement signed on 17th November 2018). The project is structured in three stages. Stage 1 involves developing the Strategic Implementation Plan, including the Inception Report, preliminary assessment of the Patna Master Plan 2031, delineation of ADS boundaries, stakeholder consultations, and site visits. Stage 2 covers procurement of consultant services, including preparation of RFP documents, Terms of Reference, evaluation criteria, invitations to bid, pre-bid meetings, and bid evaluation. Stage 3 focuses on project monitoring, including reviewing consultant deliverables and monitoring progress.

CEPT Research and Development Foundation (CRDF) is supporting PMAA as the Master Consultant. Under Stage 1, the Inception Report and draft ADS boundary maps are completed, while the Strategic Implementation Plan is in progress. Stage 2 tasks, including drafting TOR, proposal evaluation criteria, RFP documents, responses to pre-bid queries, and bid evaluation report, are underway. For Stage 3, CRDF will deploy a Project Monitoring Team at PMAA offices. The Punpun area ADS is proposed as a pilot project. The Strategic Implementation Plan report is expected to be finalized within a week, with RFP notes under preparation.
